PSWT in Ireland: deductions, refunds and cash flow

The council has paid your invoice. Your records still show €2,000 outstanding, and the cash you expected for payroll has not arrived.

Before chasing the customer or writing off the balance, check whether it is Professional Services Withholding Tax, or PSWT. A correctly settled invoice can leave a real cash gap.

The owner decision is how to fund commitments while part of the customer’s payment sits as a tax credit. Treating that credit as available cash is the assumption to challenge.

PSWT is a 20% deduction from relevant professional-service payments by accountable payers. VAT is excluded from the calculation. The withheld amount is a tax credit, not a discount or delivery cost. Match it to Revenue’s Payment Notification, forecast the reduced bank receipt and fund preliminary tax separately. An interim refund may be available, but the whole credit is not automatically refundable.

Does PSWT apply to your work?

Both the payer and the service matter. Accountable payers include government departments and local authorities. Covered services include marketing, advertising and consultancy, alongside professions such as accountancy and engineering. Revenue’s overview and professional-service list explain the scope.

Do not assume every public-sector payment is covered. Before agreeing the cash plan, ask the customer’s finance team to confirm whether it will deduct PSWT from your payment. Resolve an uncertain classification with your accountant.

For agencies, the contract matters more than the label in the budget. Revenue distinguishes a standalone purchase of advertising space or time from a professional service that includes designing or conducting a campaign. In the latter case, the bought-in space or time can form part of the payment subject to PSWT.

Ask: are we selling advertising space on its own, or delivering a campaign that includes it? Calling part of a campaign “pass-through spend” does not itself take that amount outside the rules. See the advertising guidance in Revenue’s PSWT manual.

Follow the invoice through to usable cash

Assume an Irish agency invoices a €10,000 professional fee, subject to PSWT, with VAT at 23%. This is an illustration, not a client case.

VAT is excluded from the deduction base, as Revenue’s payment exclusions explain. The customer has settled €12,300 through €10,300 cash and €2,000 withholding. The fee remains €10,000.

Now test a spending decision. Suppose this receipt must fund €9,000 of payroll and supplier payments before another receipt arrives. For this isolated cash test, there is no opening cash or other receipt available. The agency reserves the full €2,300 invoice VAT, with no input VAT credits assumed.

That leaves €8,000 for those commitments, a €1,000 shortfall. The owner needs to fund the gap or agree changes to payment timing before committing the spending. The PSWT asset does not fill the bank account.

This is a cash illustration, not a profit calculation. Actual VAT payable depends on the wider VAT return, and payroll and supplier cash payments are not necessarily the costs earned against this invoice.

The smaller receipt does not reduce VAT

In the example, output VAT is still €2,300. You do not calculate VAT from the €10,300 bank receipt.

That remains important if you use the money-received basis for VAT. Revenue treats the PSWT deduction as part of the consideration received. Its VAT guidance includes a worked PSWT example.

Reducing the invoice to make it match the bank can therefore distort both sales and VAT. Keep the original supply and tax treatment intact.

Close the customer balance without losing the credit

The payer submits an electronic Payment Notification, or PN. Revenue’s provider guidance explains the information involved and how providers can access their notifications.

For the worked example, the bookkeeper should match three records: the €12,300 invoice, the €10,300 bank receipt and the €2,000 deduction on the PN. Record the withholding as a tax asset, rather than an expense or bad debt.

Agree the software method with your accountant. The required result is unchanged fee income and output VAT, a correctly settled customer balance and a separately traceable PSWT credit.

At each monthly close, give one person responsibility for reconciling the PSWT ledger to the relevant notifications and recording refunds or tax credits used. If a PN is missing or has the wrong details, ask the payer to investigate. Do not clear an unexplained difference just because it is close to 20%.

Reliable bookkeeping makes the credit visible and stops correctly withheld tax appearing as overdue customer debt.

Keep preliminary tax in the cash plan

A substantial PSWT balance can sit in the accounts while the owner still needs money for preliminary tax. That is why the credit must be visible in the records and kept out of available bank cash.

Revenue explicitly says PSWT cannot pay preliminary tax. The credit is dealt with against the relevant final Income Tax or Corporation Tax liability.

Keep those two jobs separate in the forecast: lower customer receipts now, and the preliminary tax payment when due. Our preliminary tax guide explains the wider obligation. The payment date and calculation depend on the business’s tax position.

An interim refund may release only part of the balance

An interim refund can return withholding before it is credited against final tax. Eligibility and the amount are separate questions.

For an ongoing business, the general conditions include finalised previous-period profits, previous-period tax fully paid and details of the relevant PNs. Revenue’s current credit and refund guidance directs applications through Form F50A and MyEnquiries.

The ordinary calculation also deducts the preceding period’s tax liability, tax payable or remittable at the claim date and PSWT already refunded for the claim period. Suppose the general conditions are met:

Paying the previous €9,000 liability does not remove it from this calculation. A €12,000 PSWT balance is therefore not a €12,000 cash solution.

Part 4 of Revenue’s manual sets out the rules, including separate startup and particular-hardship provisions. Have your accountant establish the right route and period. Eligibility does not guarantee that cash will arrive before the next payroll.

A commercially attractive contract can need working capital even when the customer pays on time. A possible refund is a follow-up action, not permission to spend its full ledger balance.

FAQs

Is PSWT an extra tax on my fee?

It is a deduction at source credited through the relevant tax process. It is not automatically an extra expense or the final tax bill.

Is PSWT calculated on VAT?

No. VAT is excluded from the PSWT deduction base. The deduction does not reduce the VAT on the underlying supply.

Can I use PSWT to pay preliminary tax?

No. Revenue expressly excludes that use. Keep preliminary tax as a separate cash payment in the forecast.

Can I get all my PSWT back immediately?

Not automatically. An interim refund depends on eligibility and the calculation, which may leave part of the credit unreleased. Startup and particular-hardship provisions require separate assessment.

Should I chase the customer for the withheld amount?

First match the invoice, bank receipt and PN. A correct PSWT deduction is not unpaid commercial debt. A missing notification or unexplained mismatch still needs investigation.

Does tax clearance stop PSWT being deducted?

No. Tax clearance does not remove the requirement to deduct PSWT from a relevant payment.
